Player Movement Guidelines

1. Purpose

To provide a fair, transparent, and consistent process for the movement of players between domestic teams within the Ocean Grove Breakers Basketball Club. This policy aims to support player development, team balance, and the overall integrity of the competition, while also respecting parent input and minimising disruption to teams.

2. Scope

This policy applies to all players, parents, coaches, and committee members involved in the club’s domestic competition (U10–U18), including during grading periods and throughout the season.

3. Policy Principles

One of the benefits of being part of a large club is that we generally have a multiple teams in each age group playing in different divisions of several competitions. This means players will sometimes be able to move teams to suit their ability or personal preferences.

Managing player movement and allocations is a complex process and is to be done in consultation with the club and adhering to the principles below. The club regularly needs to replace players for teams for various reasons (for example when players leave a team or change age groups). We also manage a “waiting list” of new players looking for teams and must take into consideration various association rules (for example - representative player points limits).

For these reasons parents, players, coaches and team managers are required to communicate all potential player movements with the club.

  • All proposed player movements must be submitted to the club.

  • Player development and wellbeing are at the centre of all movement decisions.

  • Team balance is essential to ensure fair and competitive games.

  • Communication and transparency with families is prioritised.

  • Requests from parents will be considered through a structured process.

  • Division 1 teams will have consideration for—placing players according to skill, performance, and development potential rather than just personal preferences. Parents and the club should consider whether all players in that team will get the best experience for their own development and enjoyment

  • Tryouts for GUB teams will take place prior to the start of the season to assess and select the most suitable players for that level of competition.

  • Final decisions rest with the Club’s Committee in consultation with coaches and relevant coordinators.

4. Types of Player Movement

  • Club-Initiated Movement: Proposed by the club to address imbalanced teams, player development needs, or competition requirements.

  • Parent-Led Transfer Request: Initiated by the parent/guardian based on concerns related to player preference, wellbeing, development, social dynamics, or logistics.

5. Procedure for Parent-Led Transfer Requests

Step 1: Submission of Request

  • Parents/guardians contact the club at info@oceangrovebreakers.com.au

  • Requests must include reasons for the move and any relevant context (e.g., friendships, development concerns, past experiences).

  • Requests need be made 7 days before season registrations close

Step 2: Acknowledgement and Initial Review

  • The club will acknowledge your request

  • The matter is referred to the committee

Step 3: Consultation

The committee will consult with:

  • The current team coach

  • The proposed team’s coach (if applicable)

  • The player and parent, if appropriate

Step 4: Decision & Communication

  • A decision will be made within a reasonable time, taking season registration deadlines.

  • All parties will be informed of the outcome.

  • If approved, the player will be transitioned respectfully, with coaches informed of the timing and process.

6. Club-Initiated Movement Process

The majority of Ocean Grove Breakers junior teams have players born in the same year allowing them to stay together for many seasons as they progress through the age groups. This approach fosters stronger team spirit, encourages coaches and players to support each other's growth and helps create more competitive and balanced games - it's a better experience for everybody.

However, there are circumstances when an individuals and teams will benefit from players changing teams. For example - a player that has become significantly more skilled OR that has fallen behind their teammates in terms ability or athleticism may get more enjoyment and opportunity to improve by joining a team with players at a similar level - see the Breakers Pathway Program for more information.

Typically occurs during grading rounds or in response to:

  • Uneven team numbers or skill imbalances

  • Identified development opportunities

  • Requests from coaches (based on performance or team dynamics)

The club will:

  • Consult with parents or carers

  • Provide an opportunity to discuss or raise concerns

  • Support a smooth transition for the player

7. General Guidelines

  • Division 1 teams will have consideration for : ability, coach input, and player development. Performance related factors will hold more weight than social preferences.

  • Movement will not be permitted during finals unless under exceptional circumstances.

  • A maximum of one team change per season is allowed per player, unless initiated by the club.

  • Players may not switch teams solely to “stack” stronger sides.

8. Confidentiality & Welfare

  • All movement discussions are handled with discretion.

  • The player’s emotional, social, and developmental wellbeing is always considered.

  • Any reported bullying or exclusion will be addressed through the Club’s Child Safety & Welfare Policy and may prompt a player review.

This policy will be reviewed annually or after each season by the Ocean Grove Breakers Committee in consultation with coaches and families.
